Mr. Billy Lee Snoots, 84 of Hagerstown, MD passed away peacefully Saturday, October 3, 2026 under hospice care at Doey’s House in Hagerstown, MD.

Born February 27, 1942 in Frederick, MD, he was the son of the late Albert L. and Midred C. Snoots. He grew up and lived most of his young life in Buckeystown, MD.

Billy graduated from Frederick High School with the class of 1960.

He and his wife of over 34 years, Pamela F. Snoots, were married on December 24, 1991, in Smithsburg, MD.

Billy was employed with the Farmer’s Coop Association for five years. Later he had the opportunity to become a member of the Frederick City Police Department where he served from 1966 to 1991, retiring after 25 years of service. During his time with the department, Billy worked in many divisions. He was a member of the SWAT team when it originated in 1975. He was a member of the K-9 division with his white German Shepard, Pal. At the time of his retirement, he was a Lieutenant and shift supervisor of one of the patrol divisions. After retirement, he worked for several years in the maintenance department at Cunningham State Park in Thurmont, MD. He also worked part time as a Security Officer at Hagerstown City Hall.

He was a member of First Christian Church in Hagerstown, MD. He was a past member of the Carroll Manor Fire Company in Adamstown, MD where he served as Fire Chief and Vice President. He loved playing slow pitch softball, watching the Baltimore Orioles and being “PopPop” to his grandchildren. Also, he was an avid fan of Penn State Football and held season tickets for many years where he enjoyed preparing tailgating feasts.

In addition to his wife, he is survived by one daughter, Debra A. Ellis of Frederick,MD; seven grandchildren, thirteen great -grandchildren, and one brother, Ray C. Snoots. Also, Billy is survived by stepson Christopher N. Keller and wife Larissa along with 2 grandchildren, Mason and Marlee Keller.

Billy was preceded in death by two sons: David Wayne Snoots and Brian Alan Snoots along with a daughter, Karen Sue Snoots.

A memorial service will be held at 12:00, Friday, October 9, 2026 at Stauffer Funeral Home, 1621 Opossumtown Pike, Frederick,MD 21702. Visitation will be held 1 hour prior to the memorial service. Inurnment will be private with final resting place to be at Mount Olivet Cemetery Mausoleum in Frederick, MD.
