David B. Millstein, 49, of Fairfield, PA, passed away on Friday, February 20, 2026, at Kline Hospice in Mount Airy, MD. He was surrounded by the love of his friends and his devoted wife, Cary, by his side.
Born on September 15, 1976, in Danvers, MA, he was the son of Robert Elliot and Helen Kathryna (Kretner) Millstein. He is survived by his beloved wife of 17 years, Cary Millstein; his mother, Helen K. Millstein; and his cherished daughters, Elliot and Taylor.
Dave graduated from Gettysburg College in May 2000 with a Bachelor of Arts in Business and the intent to go to law school. Shortly after graduation, he began volunteering with the local fire department, quickly discovering his true calling- serving others. In August 2004, he was hired as a member of Frederick County Department of Fire and Rescue Services’ Recruit Class 7. During his 14-year career, Dave served throughout the county at Stations 2, 20, 15, 12, 33, spending much of his career as a Haz-Mat technician at Station 31. He went on to achieve his certification as a National Registered Paramedic in 2010 and was promoted to the rank of Lieutenant in January 2014.
Upon his retirement from Frederick County DFRS in March of 2018, Dave continued his commitment to the fire service as a Fire Program Specialist with the United States Fire Administration. During his time there, he served as Chief of the National Fire Data Center, Interim Chief of the Prevention and Special Operations Branch, and Chief of the Emergency Medical Services Branch.
Always striving to serve at the highest level, Dave completed his Master’s Degree in Emergency Management at Millersville University in May 2022.
Beyond his professional accomplishments, Dave was deeply invested in his community. He served as a School Board member for the Fairfield Area School District, coached youth soccer, and volunteered as Deputy Emergency Management Coordinator for Hamiltonban Township. His dedication to service - whether nationally, locally, or personally - defined his life.
The family will receive friends from 2-4 pm and 6-8 pm on Friday, February 27, 2026, at Stauffer Funeral Homes, 1621 Opossumtown Pike in Frederick, MD.
A funeral service will be held at 1 pm on Saturday, February 28, 2026, at Mount St. Mary’s University Knott Auditorium. Interment will be private.
