Donna Carter

Donna Carter, 74, of Frederick, passed from this life on Tuesday, September 2, 2025 at home. She was the wife of Stephen Carter for over 50 years. Born on June 17, 1951, she was the daughter of the late Charles R. Morgan, Sr. and Betty Mossburg Morgan.

Mrs. Carter was a research technician at Fort Detrick until her retirement. She was a collector of cookie jars and all things butterfly.

In addition to her husband, she is survived by a son, Stephen Carter, II and a granddaughter, Stephanie Carter; a brother, Donald Morgan and wife Cathy.

In addition to her parents, she was preceded in death by a daughter, Angela Carter, brothers, Kenneth Morgan, and Charles Morgan II, and a sister, Linda Orndoff. She was also preceded in death by her very special aunt and uncle Ethel and Millard "Bill" Lindsay.

A funeral service will be held on Tuesday, September 9 at 10:00 AM at Stauffer Funeral Home, 1621 Opossumtown Pike, Frederick. Her pastor, Dr. Howard L. Ruley will officiate. Interment will be at Fairmount Cemetery, Libertytown.
