Dr. Rebecca Jean Swain-Eng

Dr. Rebecca Jean Swain-Eng, 47, of Frederick, Maryland, passed away on January 29, 2026, after a 9-month battle with brain cancer. Rebecca was born in Sioux City, Iowa, in 1978, the second of three children to Dr. Larry Swain and Rev. Connie Swain. During her childhood, Rebecca’s family lived across the Midwest before settling in River Falls, Wisconsin.

Rebecca attended the University of Wisconsin-Madison. As an undergraduate, she studied Zoology and French. One of her most memorable life experiences was studying abroad in Grenoble, France, during her junior year. Rebecca later progressed to graduate studies and received a Masters of Science in Population Health. During this time, she met Peter Eng, and they married in 2003. As Rebecca and Peter started their family of four daughters, they relocated in 2008 to Apple Valley, Minnesota.

Rebecca’s professional career was focused on health care quality measurement and improvement. Her earliest roles were working within the UW Hospital System and the American Academy of Neurology. In 2014, Rebecca launched her own consulting business, SEA Healthcare, and served clients across the United States.

Rebecca had a strategic vision for SEA Healthcare, and it required faith, sacrifice and change. With her family’s support, she took two major steps. First, in early 2021, Rebecca, Peter and their family moved east and settled in the Spring Ridge community in Frederick, Maryland. Second, Rebecca enrolled at Thomas Jefferson University and earned a Doctor of Health Science in Population Health in 2024. Rebecca quickly got involved in the Frederick community and across the DC-Maryland-Virginia area in civic groups, business and industry groups, and community projects. Rebecca felt a strong connection to this community and called this area Home.

Rebecca’s family and friends will forever remember those qualities that marked her life: a strong faith in Christ, a beaming smile, boundless energy, grit to strive for lofty goals and manage through setbacks, a fierce commitment to family and friends, and the tireless advocacy for and volunteering in every community she joined.

Rebecca is survived by her husband, Peter; daughters: Maddie, Ella, Tessa and Lucy; mother: Connie; brothers Steve (Kathy) Swain and Tim (Kristen) Swain. She was preceded in death by her father, Larry. A memorial service and celebration of Rebecca’s life will be held on Friday, February 13th at 1 p.m. at Damascus Road Community Church (12826 Old National Pike Mount Airy, MD 21771) with a reception to follow from 2-4 p.m.
