Born July 31st, 1959, passed peacefully on December 14th, 2025, at the age of 66.
Mary, affectionately known as “Cookie”, leaves behind a legacy of love, service, and community impact. She was born and raised in Frederick, Maryland, then moved to Brunswick, Maryland. She spent the last 40-plus years of her life there, where she raised her family and became a beloved figure in the community.
Mary was the daughter of the late Spencer Monroe Bowie Sr. and Brenda Elizabeth ‘Branison’ Kamper.
Besides her parents, Mary was preceded in death by her beloved son, Eugene Donnell Franklin, two infant brothers, Clark Kamper Jr and Montrell Bowie as well as her brother Eric Bowie.
Left to cherish her memories are her four children: Randy Franklin Sr. (wife Joy) of Hagerstown, Md. Karissa Franklin Kinsella, Serina Franklin, and Lexy Franklin, all of Frederick, Md. Her eight grandchildren: Nathan, Randy Jr., Izaiah, William, Justin, Veronica, Tess and Little Mim. Two great-grandchildren: Jacob and Phoenix.
Mary is also survived by her brother, Spencer Monroe Bowie Jr. (wife Brenda) of Frederick Md. Two sisters: Doris ‘Pebbles’ Bowie of Accokeek, Md. and Annette ‘Nettie’ Bowie-Ballard (husband Jeffery) of Charlotte, N.C.
Her great uncles William ‘Wikki’ Bowie (wife Peggy) and Gilbert Bowie (wife Betty). Her aunt Haronia ‘Roney’ Jackson and uncle Murray S. ‘Poncho’ Harris. And a host of nieces, nephews and friends.
Additonally, her best friend of many years, Barbara Heath, Bishop Edward Rollins Sr., Dennis Whitney, Clarise Rollins-Thomas, James ‘Moody’ Proctor, Larry V. Franklin Sr., and special friend, caregiver and companion, Eugene Evans.
Mary worked at the Frederick Community Center as an administrator for many years and worked at Frederick City Hall under Mayor Ronald Young. Mary was a trailblazer, being the first black council member in Brunswick, Md. She was elected in a special election in June 2009 and re-elected in 2010, serving until 2014. Her dedication and generosity has left a lasting impact on the community and everyone that knew her.
Mary held a deep faith and was a devoted member of the Thomas Tabernacle Holiness Church of God for many years. She was known for her kindness, compassion and unwavering love for God.
Mary’s Homegoing Celebration will take place on Saturday, December 27th, 2025 at Stauffer Funeral Home, 1621 Opossumtown Pike, Frederick, at 12:00 noon (Immediate family gathering at 11:00) Burial will be at Resthaven Memorial Gardens, 9501 Catoctin Mountain Hwy, Frederick, MD 21701 immediately following the service.
