William Allen Whittington (Bill), age 77 of Frederick, Maryland passed away June 3, 2014 at home surrounded by his loving family.  He was the husband of Jill P. (Walton) Whittington, whom he married August 30th, 1962.
Born August 22, 1936 in Long Beach California, he was the son of the late Vaun and Laura Lillian (Hays)  Whittington of Garden City, Utah.
In addition to his wife, he is survived by his daughters, Elizabeth Anne Van Dermark and husband Scott of Thurmont, Maryland and Louise Baker and husband Bo of Jefferson, Maryland;   grandchildren:  Daphne O’Donnell and fiancé Ryan Knott, Laura and Charles O’Donnell, Edmund  (Bugs), Sadonia and Callen Baker and Joshua Van Dermark;   sisters:  Glenda Drum and family  of Damariscotta, Maine, Shelly Conrad and family of Zenia, California and  brother, Richard Whittington and family of California.
He will be missed greatly by his ever faithful hounds, Tootsie and Bella, who never left his side during his illness.  He will also be missed by Mia, a neighboring border collie, who Bill walked regularly as well as numerous family and friends around the world.
Bill graduated from Torrance High School in 1954 and then received a Bachelor’s in Civil Engineering from University of Southern California and a Master’s in Civil Engineering from University of Pittsburg.
Bill was a life- long, dedicated public servant, serving as a civil engineering officer on active duty in the US Air Force and ultimately retiring as a Colonel, US Air Force Reserve.  During his Air Force career, Bill held several command assignments including base engineer and commander at several postings in Ohio, England, Pittsburg, Abilene, Alabama, Guam, Alaska and ultimately Maryland.  In his post military career, Bill joined the Environmental Protection Agency in its infancy and held 9 different positions, ultimately retiring from the Senior Executive Service as Acting Deputy Assistant Administrator for Water in 1989.  During his career, he was involved in the development of legislation and the administration and enforcement of policies that protect the safety of drinking water and protection and restoration of the Nation’s watersheds and aquatic ecosystems.
Following retirement, Bill developed many interests and hobbies and often stated he did not know how he previously had time to work.    He was an avid math lover and attended advanced math classes at FCC for fun.  Other interests included gardening, history and genealogy and he earned Master Gardener designation from University of Maryland Extension.
While Bill was very humble regarding his many accolades, he took great joy and pride in the endeavors and accomplishments of his children and grandchildren.

All friends are welcome to join the family in celebrating Bill’s life on Saturday, June 7th from 12-2 pm and 5-7 pm at Stauffer Funeral Home, 1621 Opossumtown Pike, Frederick, Maryland.   Inurnment will be at Arlington National Cemetery at a later date.
In lieu of flowers, the family requests donations be made in his memory to Emmitsburg Osteopathic Primary Care Center, 121 W Main St, Emmitsburg, MD 21727  or Animal Welfare League of Frederick County, 1202 E Patrick St #13A, Frederick, MD 21701.
